If you mean backward in non-chronological order, as in reading the last surah before the first or starting with a surah from the middle and continuing to the beginning, surah by surah then yes. It was narrated from Aisha that the Messenger of Allah(ﷺ) said: “The one who is proficient with the Quran will be with the noble and righteous scribes (the angels), and the one who reads it and stumbles over it, finding it difficult, will have a double reward.”

“قَالَ رَسُولُ اللَّهِ ـ صلى الله عليه وسلم ـ ‏ “‏ الْمَاهِرُ بِالْقُرْآنِ مَعَ السَّفَرَةِ الْكِرَامِ الْبَرَرَةِ وَالَّذِي يَقْرَؤُهُ يَتَتَعْتَعُ فِيهِ وَهُوَ عَلَيْهِ شَاقٌّ لَهُ أَجْرَانِ 

This means you can still read the Quran if you are not very skilled with it and still gain hasanat. 

Should you read the Quran fast or slow?

You should read the Quran at your own pace. Not too fast and not too slow. The speed that will enable you to understand and feel the ayat or verses sink in. The slower the better, and if you follow tajweed rules it will be the best way to read the quran. 

How long does it take to read the Quran for non-Arabic speakers?

Reading the Quran in Arabic is different from reading it in your mother tongue. Of course, it will be easier to read it in your language but it is preferred to learn how to read it in Arabic. Usually a page should take you about fifteen minutes.
