What is the scholars’ opinion on reading Quran without wudu?

Shaykh ‘Abd al-‘Aziz ibn Baz was asked about Touching and reciting the Quran without wudu, and his answer was:

“It is not permissible for a Muslim to touch the Quran when he does not have wudu, according to the majority of scholars. This is the view of the four imams (may Allah be pleased with them), and this was the view expressed in the fatwas of the Companions of the Prophet (peace and blessings of Allah be upon him).

A sahih hadith concerning that has been narrated from ‘Amr ibn Hazm (may Allah be pleased with him), stating that the Prophet (peace and blessings of Allah be upon him) wrote to the people of Yemen: “No one should touch the Quran except one who is Tahir (pure).” This is a jayyid hadith which has a number of other isnads which strengthen it.”

Meaning

From this we understand that holding the Mushaf (Quran) without Wudu is a big mistake, no one should touch the Mushaf unless he/she is in a state of purity.

Also, some people move the Quran from one place to another without Wudu and that’s also not permissible. To handle the Mushaf from one place to another you should be in the state of Wudu.

However, if you are not in the state of Wudu and you want to move the Quran then you can hold it with something, don’t touch the Quran with your hand.

“It is well known that it is not essential to be free from minor impurity when reciting Quran from memory, or even from major impurity, but purifying oneself before reciting Quran, even from memory, is better because it is the Word of Allah and it is more respectful towards Him to only recite it when in a state of purity.

When reading from the Mushaf it is essential to be in a state of purity in order to touch the Mushaf, because of what it says in the famous hadith: “No one should touch the Quran but one who is pure.” And because of what it says in many reports from the Sahaba and Tabi’in.

This is the view of the majority of scholars, which is that it is haram for one who is in a state of impurity to touch the Mushaf, whether that is for reading or otherwise.

Explanation

Based on this, it seems that mobile phones and similar devices on which Quran may be recorded do not come under the same rules as the Mushaf because the letters of the Quran in these devices are different from the letters in the Mushaf.

They do not exist in the form in which they are read, rather they exist in the form of waves that form the letters when needed, so they appear on the screen and then disappear when one moves to another verse. Based on this, it is permissible to touch the mobile phone or tape on which Quran is recorded, and it is permissible to read from it, even if one is not in a state of purity. And Allah knows best.”
